H.R. 3072, the Federal Parole Bill

Unlike the Second Chance Act, H.R. 3072 remains stalled in the House Judiciary Committee, where it was referred after it was introduced in June 2005. At least one subcommittee and full committee usually will hold hearings on a bill before the full House debates and votes on it. The absence of these important legislative steps means that the 109th Congress will most likely adjourn without considering H.R. 3072.
Nevertheless, Federal CURE continues to diligently advocate on behalf of reinstating federal parole. CURE recently briefed its membership, congressional staff members, and other supportive organizations, including FAMM on H.R. 3072 as well as H.R. 4466, the “Family Telephone Connection Protection Act.” The event was well attended, and members from Rep. Danny Davis’s office (D-IL) spoke in support of H.R. 3072.
Contrary to rumor, Congress will not take up H.R. 3072 once the Second Chance Act passes. The fate of the two bills is not linked in any way.
