Update on the Literary, Education and Rehabilitation Act (LERA), H.R. 3602

Introduced in July 2005 by Rep. Bobby Scott (D-VA.), LERA would add up to 60 days credit for any prisoner serving a prison term greater than one year but less than life.  The enhanced good-time credits would be awarded for teaching, completing or satisfactorily participating in educational, vocational, developmental and treatment program as well as assigned work. 
 
Like the parole bill, LERA faces an uphill battle in Congress.  With only four cosponsors, LERA has been referred to the House Judiciary Committee and has no hearings pending for it.
